The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a Corrective Action Order (CAO) requiring South Bow to undertake certain corrective actions in response to the incident. The CAO requires South Bow to take the following corrective actions, including:
South Bow will also institute certain pressure restrictions on the Canadian sections of Keystone and has communicated these restrictions to the Canada Energy Regulator.
CLARIFICATION: An earlier version of this update stated that the Canada Energy Regulator (CER) had agreed to certain operating restrictions.
Keystone is targeting restoration of service and energy deliveries by Tuesday April 15, 2025, under the requirements of the CAO. South Bow will require approval from PHMSA prior to restarting the pipeline.
Our primary focus remains on the safety of onsite personnel and mitigating risk to the environment. We are committed to the community surrounding Fort Ransom and will continue clean-up activities until the site is fully remediated.

The affected segment of the Keystone Pipeline System remains isolated. Return-to-service plans are being evaluated.
The pipeline was operating within its design and regulatory approval requirements at the time of the incident. South Bow will conduct a full investigation into the incident root cause while following all regulatory requirements.
We will continue to work closely with regulators, local elected officials, landowners and the community as the repairs and restorations are completed.

The affected segment has been isolated, and we have contained the release. The system remains shut down as our crews actively respond and recover the oil. Our estimated release volume is 3,500 barrels.
Onsite staff, the surrounding community and mitigating risk to the environment is our primary concern. Upon activating our emergency response procedures, we established around the clock air and environment monitoring. Our response efforts focus on remediating the site.

We have shut down the Keystone Pipeline and mobilized people and equipment in response to an oil release at milepost 171 of Keystone. The nearest center is Fort Ransom, North Dakota.
Aligned with our incident protocols, we initiated a shutdown and response at approximately 7:42 a.m. CT on April 8, 2025, after control center leak detection systems detected a pressure drop in the system. The affected segment has been isolated and operations and containment resources have been mobilized to site. Our primary focus right now is the safety of onsite personnel and mitigating risk to the environment.
We are making appropriate notifications to our regulators, landowners and customers.
